How does the "add a new member" workflow work?

Users can Ask to join a community via the button on the community page. That should trigger an email to the community moderator to accept that member or not.

Parking lot idea for this: implement feature for moderator to have community open or closed to others to join. With open option, anyone who is a PREreview user can join, with closed option, only approved/invited users can join.
