Description

Dollar balance and transfer features are disabled/unavailable for users connected via VPN on Android v3.0.4. The Dollar wallet section shows "not available in your region" even though the user should have access.

Steps to Reproduce

1. Connect to a VPN on Android
2. Open Blink v3.0.4
3. Observe the home screen — Dollar wallet shows "not available in your region"
4. Transfer functionality is also affected

Expected Behavior

Dollar balance and transfer features should be available regardless of VPN usage (region restrictions should be based on account registration, not current IP/location).

Actual Behavior

Dollar wallet shows "not available in your region" and transfer features are disabled when using a VPN.
