The following sentence makes no sense:

A template template-parameter is dependent if it names a template-parameter or its terminal name is dependent.

A template-parameter is categorically dependent in a template declaration.

Suggested resolution:

A template template-argument is dependent if it names a template-parameter or its terminal name is dependent.
