Currently rootless containers can only live in /etc or $HOME, however if I am building an RPM that I want to be available to all users whilst I am acting as the "distribution", best-practice suggests I should be storing the files in /usr.
Suggest potential solution
Extend /usr/share/containers/systemd to have a /users subdirectory which applies to all users on the system (treated in the same way as /etc/containers/systemd/users).
Have you considered any alternatives?
The alternative is to remain using /etc/containers/systemd/users.
