Just in terms of the explainations on slack and seeing that there are no bugs with the code as is, assuming that this approach is appropriate.

The head state is guaranteed to have the same shuffling and active indices if the previous dependent root coincides with the target checkpoint's in some cases. (cherry picked from commit a2b84c9)
