Exporting a lock to locks/pylock.*.toml can preserve a project-relative dep path, so a consumer resolves locks/dep and fails. Rebase relative directory and archive paths against the output lockfile's directory.

See the pylock.toml directory-path and archive-path rules.

This addresses the portability failure reported in uv#16299. Keep deliberately absolute paths unchanged, preserving the intent established in uv#18176.
