This lets Scaleway instance service discovery resolve VPC/IPAM-only instances that have no legacy private_ip or public_ip field, but do have private NICs attached.

The refresh now batches private NIC IDs by region and queries IPAM for instance_private_nic resources, using the resolved IPv4 address as both the scrape address and __meta_scaleway_instance_private_ipv4.
